Chengdu Sports Regulations

Chapter I General Provisions
The first is to develop sports, strengthen the people's physique, and improve the level of sports. According to the relevant laws and regulations such as the Sports Law of the People's Republic of China and the Sports Regulations of Sichuan Province, these regulations are formulated in accordance with the actual conditions of Chengdu.
Article 2 These regulations apply to various sports undertakings within the administrative area of this Municipality.
Article 3. Sports work should adhere to the direction of serving the people and socio-economic development, based on the national fitness program, carry out civilized and healthy sports activities, cultivate sports talents, cultivate the sports market, and develop sports and sports industries.
Article 4 Municipal, district (city) and county sports administrative departments are in charge of sports work within their own administrative areas. The municipal sports administrative department directly under the sports event management center is responsible for organizing and carrying out the sports activities of the project, and can be entrusted by the municipal sports administrative department to manage this sports event separately.
Relevant departments of the municipal, district (city) and county people's governments, sub-district offices, and township (town) people's governments should do a good job in sports in accordance with their respective responsibilities.
Various sports associations in this Municipality shall carry out sports activities under the guidance and supervision of the sports administrative department in accordance with their respective regulations.
Article 5 The people's governments of cities and districts (cities) and counties shall incorporate sports work into their national economic and social development plans, include sports undertakings and sports construction funds in their fiscal budgets at the same level, and increase synchronously with local economic development.
Citizens, legal persons and other organizations are encouraged to donate to sports.
Article 6 This Municipality supports the development of the sports industry, encourages citizens, legal persons and other organizations to invest in the sports industry and carry out sports business activities in accordance with the law.
Article 7 The city, district (city) and county sports lottery public welfare fund shall be used to support the development of national fitness activities, insufficient funding for sports competitions, training of sports talents, and the construction of local sports fields.
The municipal, district (city) and county sports administrative departments shall, in accordance with the relevant state regulations, scientifically arrange and rationally use the sports lottery public welfare fund, improve its use efficiency, and regularly publish the use situation to the society and accept the supervision of all sectors of society.
Article 8 This Municipality commends and awards units and individuals with outstanding achievements in sports work, as well as Chengdu athletes and coaches who have achieved outstanding results in major international and domestic events.
Chapter II Physical Fitness
Article 9 The municipal, district (city) and county sports administrative departments shall prepare fitness programs, publicize and popularize sports fitness knowledge, and guide the development of scientific, civilized, healthy, and popular sports fitness activities.
Article 10: January 1st of each year is the city's fitness cross-country running day, and June 10th of each year is the city's fitness activity day.
Article 11 The municipal sports administrative department shall hold a citywide sports conference once a year and a citywide fitness meeting for the elderly every four years.
The city, district (city) and county shall hold a student sports meeting once a year.
Districts (cities) and counties should actively hold sports fitness games with folk traditions and local characteristics.
Article 12 The municipal, district (city) and county sports administrative departments shall establish and improve the social sports instructor system, and increase the training and management of social sports instructors. The community should have a corresponding number of social sports instructors.
Social sports instructors perform the duties of publicizing scientific fitness knowledge, imparting fitness skills, and organizing fitness activities in the national fitness activities.
The evaluation standards and procedures for social sports instructors shall be implemented in accordance with relevant state regulations.
Article 13 Primary and secondary schools shall meet the following requirements in terms of student sports work:
(1) Constructing sports venues and disposing of sports facilities and equipment in accordance with regulations;
(2) Establishing and opening physical education classes in accordance with regulations;
(3) scientifically arrange students 'inter-class exercises and extra-curricular physical fitness activities to ensure that students' physical fitness activities are not less than one hour per day;
(4) Holding a school-wide sports meet every school year;
(5) Carry out physical examinations and physical fitness monitoring of students;
(6) Establish and improve sports safety management systems and emergency measures.
Article 14 Students who have achieved outstanding results in sports competitions at or above the municipal level or meet the standards of athletes in grades will be given extra points in accordance with the regulations when they enter the university.
This city implements a physical education examination system for junior high school graduates. The score of the physical examination in the entrance examination results shall be determined by the municipal admissions work agency after consulting the sports administrative department.
Article 15 State organs, enterprises and institutions, social organizations and other organizations shall systematically organize employees to carry out physical fitness activities in the workplace and after work, regularly organize employees to participate in sports quality tests, and encourage and support employees to participate in physical fitness competitions.
All units in this Municipality shall provide employees with necessary physical fitness conditions according to local conditions.
Article 16 Sub-district offices and township (town) people's governments shall establish mass sports fitness organizations, carry out small and diverse sports fitness activities, and actively provide convenient conditions for sports fitness activities for minors, the elderly, and the disabled.
The sports administrative department should strengthen the guidance of rural sports work, raise farmers' awareness of sports fitness, and organize and carry out sports activities suitable for rural characteristics.
Chapter III Sports
Article 17: Municipal and district (city) counties shall establish amateur sports schools for children and young children, with full-time and part-time coaches to carry out the selection and training of sports talents.
The municipal sports administrative department and various sports event management centers shall establish mechanisms for the selection, training, and transportation of outstanding athletes, actively organize athletes to participate in international and domestic competitions, and improve the level of athletes in this city.
Article 18 The large-scale international, national, provincial and municipal games hosted or held by this Municipality shall be organized by the municipal sports administrative department. If other units or departments need to undertake or host large-scale international or national single-sport sports events, they shall be submitted to the Municipal People's Government for approval after being reviewed by the municipal sports administrative department.
District (city) and county sports competitions are organized and managed by local sports administrative departments.
Each sports event management center shall establish an amateur competition ranking system, and actively organize and organize ranking promotion competitions.
Article 19 The municipal sports administrative department is responsible for organizing athletes from this city to participate in the National Urban Games and the Sichuan Provincial Games.
This city holds competitive city games, city disabled sports games and city special Olympic games every four years, and encourages all districts (cities) and counties to actively apply for hosting. Each district (city) or county shall organize a delegation to participate in the competition, and the industry sports association shall actively organize participation in the competition.
This city is actively applying for hosting international and national large-scale sports games and individual sports competitions.
Article 20 Units hosting or hosting sports competitions shall establish competition organization committees, formulate competition rules, establish security, health, and competition supervision committees and other institutions, and formulate safety and health emergency plans.
Article 21 Coaches, athletes and referees participating in various types of sports competitions at all levels shall abide by the provisions of national sports competitions, observe sports professional ethics, and prohibit the following acts:
(1) use of illicit drugs such as stimulants;
(2) Fraudulent and fraudulent practices in the competition;
(3) using sports games for gambling activities;
(4) Other acts prohibited by laws, regulations and rules that violate the principle of fair play.
Article 22 In sports competition activities, the following acts shall not be allowed:
(1) Forcibly enter the field;
(2) in violation of regulations, setting off fireworks or firecrackers or burning other items in the venue;
(3) Displaying insulting slogans and banners;
(4) siege referees, athletes or other staff;
(5) Throwing debris into the field;
(6) Other acts that disturb or disrupt the order of sports competitions.
Chapter IV Sports Facilities
Article 23 The municipal, district (city) and county sports administrative departments shall, together with the relevant departments, prepare a plan for the construction of public sports facilities, which shall be implemented after approval by the people's government at the same level.
The city, district (city) and county shall have sports facilities such as public track and field, swimming pools, and gymnasiums.
Sub-districts, townships (towns) should build and improve places for sports and fitness activities, configure corresponding fitness equipment, and build public sports facilities such as fitness paths.
In the construction of public sports facilities, barrier-free sports facilities shall be set up according to the needs of the disabled.
Article 24 When constructing, rebuilding or expanding residential residential areas, the construction unit shall complete the construction of sports facilities in accordance with relevant state regulations and report to the local sports administrative department for the record.
The sports administrative department should strengthen the supervision and management of sports facilities in residential areas.
Article 25 The public sports facilities in this Municipality shall be open to the public according to their functions and characteristics. Conditional schools should open sports facilities to the community.
The public sports facility management unit shall publicize its service content and opening hours to the public. If the service content and opening hours need to be changed, it should be publicized to the public 3 days in advance.
Public sports facilities that require a fee shall be freely or preferentially opened to students, the elderly, the disabled, etc. according to the functions and characteristics of the facilities.
The parks and tourist attractions charged by this Municipality shall be preferentially opened to citizens who regularly exercise in accordance with relevant regulations.
Article 26 The municipal and district (city) county sports administrative departments shall strengthen the supervision and management of public sports facilities. The national fitness facilities constructed using the Sports Lottery Public Welfare Fund will be managed and maintained by the recipient unit.
No unit or individual may occupy or destroy public sports facilities, and may not change the use of public sports facilities without authorization.
If the use of the stadium is changed in accordance with the city plan, the new site should be rebuilt first and then demolished in accordance with relevant state regulations.
Chapter V Sports Management
Article 27 For those engaged in sports business activities such as physical fitness, competitions, performances, training, and intermediaries, the specific items shall be determined in accordance with the items announced by the state and the sports administrative department of Sichuan Province.
The municipal sports administrative department is responsible for providing macro guidance, supervision and inspection of the city's sports business activities.
District (city) and county sports administrative departments are responsible for directing, supervising and managing sports business activities within their respective administrative areas in accordance with their administrative authority.
Article 28 Those who engage in the sports business activities listed in the first paragraph of Article 27 of these Regulations shall have their professional certificates suitable for the sports business projects they carry out.
Article 29 The quality of the venues, facilities, and equipment must be in compliance with national mandatory standards for those engaged in dangerous sports activities such as swimming, rock climbing, and rafting.
The operator of the hazardous sports project listed in the preceding paragraph shall, within 30 days after applying for the business license for industry and commerce, file a record with the district (city) and county sports administrative department where the project is located, and submit the following materials:
(1) Record report;
(2) A photocopy of the business license for industry and commerce;
(3) Relevant information on necessary conditions for dangerous sports business activities;
(4) Safety plans for dangerous sports business activities.
Article 30 The sports administrative department shall record the dangerous sports items listed in the first paragraph of Article 29 of these Regulations within 7 days after the operator submits the record materials. If the materials are not complete, the operator shall make up within 10 days.
In the event of changes in the record of sports business activities, the operator shall go through the formalities of record change with the sports administrative department within 10 days.
Chapter VI Legal Liability
Article 31 If the provisions of Article 13 of these Regulations are violated, the sports administrative department shall request the education administrative department to order correction within a time limit, and the education administrative department shall, according to its circumstances, impose administrative sanctions on the person directly responsible.
Article 32 In violation of the first paragraph of Article 18 of these Regulations, if an international or national large-scale individual sports competition is held or held without authorization, the municipal sports administrative department shall confiscate the illegal income and impose 5,000 yuan or more and 20,000 yuan Following fine.
Article 33 In case of violation of the provisions of these Regulations and in one of the circumstances specified in Article 21 (1), (2), (4), it shall be handled in accordance with the relevant provisions of laws and regulations.
Article 34 In violation of the provisions of these Regulations, if there is one of the circumstances stipulated in Article 21 (3) or Article 22, the public security organ shall be punished in accordance with the "Policy of Public Security Administration of the People's Republic of China". ;Constitute a crime, be held criminally responsible.
Article 35 Anyone who violates the second paragraph of Article 26 of these regulations shall be ordered by the sports administrative department to make corrections within a time limit and a fine of 100 yuan to 500 yuan shall be imposed; if the circumstances are serious, it shall be 2,000 yuan to 10,000 yuan Fines; those who cause losses shall be compensated according to law; those who constitute crimes shall be investigated for criminal responsibility according to law.
Article 36 In violation of Article 28 of these Regulations, if a person who does not have a professional certificate is employed or engaged in professional sports training and safety rescue work, the sports administrative department shall order correction within a time limit; if he refuses to make the correction, he shall be fined 200 yuan Above 1,000 yuan fine.
Article 37 Anyone who violates the first paragraph of Article 29 of these regulations shall be ordered to make corrections by the sports administrative department, and shall be fined 1,000 yuan to 5,000 yuan.
Article 38 In violation of the provisions of Article 29, paragraph 2 or Article 30 of these regulations, units and individuals engaged in dangerous sports business activities fail to register with the sports administrative department or go through the formalities for filing changes in accordance with regulations. The sports administrative department ordered correction within a time limit.
Article 39 If the sports administrative department and its staff abuse their powers, engage in malpractices, or neglect their duties, they shall be given corresponding administrative sanctions by their units or higher administrative organs according to their circumstances; if they constitute a crime, they shall be investigated for criminal responsibility according to law.
Chapter VII Supplementary Provisions
Article 40 These Regulations shall become effective on March 1, 2007. The "Twenty-Fifth Meeting of the Standing Committee of the Twelfth People's Congress of Chengdu City, adopted on May 30, 1997, and the" Twenty-seventh Meeting of the Standing Committee of the Eighth People's Congress of Sichuan Province, June 16, 1997 " The Regulations on the Management of Sports Business Activities in Chengdu are repealed at the same time.
