Chapter I General Provisions
Article 1 This Law is enacted in accordance with the Constitution in order to develop the cause of sports, strengthen the physical fitness of the people, improve the level of sports, and promote the building of socialist material civilization and spiritual civilization.
Article 2 The state develops sports, develops mass sports activities, and improves the physical fitness of the entire nation. Sports work is based on the implementation of nationwide fitness activities, the combination of popularization and improvement, and the promotion of coordinated development of various types of sports.
Article 3. The state insists that sports serve economic construction, national defense construction and social development. Sports must be incorporated into the national economic and social development plan.
The state promotes reform of the sports management system. The state encourages enterprises, institutions, social groups and citizens to establish and support sports.
Article 4 The sports administrative department of the State Council is in charge of national sports work. Other relevant departments of the State Council administer sports within their respective areas of competence.

Article 14 Trade unions and other social organizations shall organize sports activities according to their respective characteristics.
Article 15 The State encourages and supports the exploration, sorting out and improvement of national and folk traditional sports events.
Article 16 The whole society shall care and support the participation of the elderly and the disabled in sports activities. People's governments at all levels shall take measures to facilitate the participation of the elderly and the disabled in sports activities.
Chapter III School Physical Education
Article 17 The education administrative department and schools shall regard physical education as an integral part of school education, and train personnel with comprehensive development such as moral, intellectual, and physical education.
Article 18 Schools must offer physical education classes and list physical education classes as assessment students. Subjects for academic performance.
Schools shall create conditions for physically and mentally disabled students to organize sports activities suitable for their characteristics. Article 19 Schools must implement national physical exercise standards and guarantee the time students spend on physical activities during the school day.

Chapter IV Competitive Sports
Article 24 The state promotes the development of competitive sports, encourages athletes to improve the level of sports technology, create outstanding results in sports competitions, and win honor for the country.
Article 25 The State encourages and supports the development of amateur sports training and the cultivation of outstanding sports reserve talents.
Article 26 Athletes and sports teams participating in major domestic and international sports competitions shall be selected and organized in accordance with the principles of fairness and merit. Specific measures shall be formulated by the sports administrative department of the State Council.
Article 27. The training of athletes must be subject to strict, scientific, and civilized training and management; patriotism, collectivism, and socialist education, as well as moral and discipline education, must be provided to athletes.
Article 28 The state gives preferential treatment to outstanding athletes in terms of employment or further education.
Article 29 The nationwide individual sports associations implement registration management for athletes in this event. Registered athletes may participate in related sports competitions and the movement of personnel between sports teams in accordance with the regulations of the sports administrative department of the State Council.
Article 30 The state implements a system of athletes' technical levels, referees' technical levels, and coaches' professional and technical positions.
Article 31 The state exercises classified management of sports competitions.
The National Comprehensive Sports Games shall be managed by the sports administrative department of the State Council or managed by the sports administrative department of the State Council together with relevant organizations.
The national individual sports competition is managed by the national association of the sport.
The measures for the administration of local comprehensive sports games and local individual sports competitions shall be formulated by the local people's government.
Article 32 The state implements a national record approval system for sports competitions. The national record is confirmed by the sports administrative department of the State Council.
Article 33. In the event of a dispute in competitive sports, the arbitration agency shall be responsible for mediation and arbitration.
The establishment of sports arbitration institutions and the scope of arbitration shall be separately stipulated by the State Council.
Article 34 The principle of fair competition is implemented in sports competitions. Organizers, athletes, coaches and referees of sports competitions shall abide by sports ethics and shall not engage in fraud or fraud for personal gain.
The use of prohibited drugs and methods is strictly prohibited in sports. Prohibited drug testing agencies should conduct strict inspections of prohibited drugs and methods.
It is strictly forbidden for any organization or individual to use sports competitions to engage in gambling activities.
Article 35 The names, emblems, flags and mascots of major sports competitions held in China shall be protected in accordance with relevant state regulations.
chapter Five Sports social groups
Article 36 The State encourages and supports sports social organizations to organize and carry out sports activities in accordance with its charter, and to promote the development of sports.
Article 37 Sports federations at all levels are mass sports organizations that link and unite athletes and sports workers, and should play a role in the development of sports.
Article 38 The Chinese Olympic Committee is a sports organization whose main task is to develop and promote the Olympic Movement, and participate in international Olympic affairs on behalf of China.
Article 39 Sports science social organizations are academic mass organizations of sports science and technology workers, and they should play a role in the development of sports science and technology.
Article 40 The nationwide individual sports associations manage the popularization and improvement of the sport and represent China in participating in corresponding international individual sports organizations.
Chapter Six Guarantee conditions
Article 41 People's governments at or above the county level shall include funds for sports undertakings and sports capital construction funds in their fiscal budgets and capital construction investment plans, and gradually increase investment in sports undertakings as the national economy develops.
Article 42 The State encourages enterprises, institutions and social groups to raise funds for the development of sports, and encourages organizations and individuals to donate and sponsor sports.
Article 43 The relevant state departments shall strengthen the management of sports funds. No organization or individual may misappropriate or deduct sports funds.
Article 44 The sports administrative departments of the people's governments at or above the county level
Management activities such as physical and competitive sports activities shall be strengthened in accordance with relevant state regulations.
Article 45 The local people's governments at or above the county level shall incorporate the construction of urban public sports facilities into the urban construction plan and the overall land use plan in accordance with the state's stipulations on the quota quotas for urban public sports facilities.
When planning for enterprises, schools, streets and residential areas, cities should include sports facilities in the construction plan.
Townships, ethnic townships and towns should gradually build and improve sports facilities along with economic development.

The state encourages enterprises, institutions, social groups and citizens to organize professional sports education in accordance with the law.
Chapter VII legal liability
Article 49 Any violation of discipline and sports rules such as fraud and fraud in competitive sports shall be punished by the sports social organization in accordance with the provisions of the articles of association; the directly responsible personnel of the state staff shall be given administrative sanctions in accordance with law.
Article 50: In the use of banned drugs and methods in sports, penalties shall be imposed by sports social organizations in accordance with the provisions of the articles of association; those directly responsible for state officials shall be given administrative sanctions in accordance with law.
Article 51 In the case of using gambling sports to engage in gambling activities, the sports administrative department shall assist the public security organs in order to stop the illegal activities, and the public security organs shall be punished in accordance with the relevant provisions of the Regulations on Public Security Administration Penalties.
Bribery, fraud, and gambling activities that constitute a crime in competitive sports activities shall be investigated for criminal responsibility in accordance with law.
Article 52 Whoever invades or destroys public sports facilities shall be ordered by the sports administrative department to make corrections within a time limit and shall bear civil liability in accordance with the law.
Anyone who commits any of the acts listed in the preceding paragraph and violates public security management shall be punished by the public security organ in accordance with the relevant provisions of the Regulations on Public Security Management Penalties; if a crime is constituted, criminal responsibility shall be investigated in accordance with the law.
Article 53: In sports activities, those who seek to cause trouble or disturb public order shall be criticized, educated, and restrained; those who violate public security management shall be punished by public security organs in accordance with the regulations on public security management penalties; if they constitute a crime, they shall be punished according to law Be held criminally responsible.
Article 54 In the case of misappropriation or deduction of sports funds in violation of the state's financial system or financial system, the superior authority shall order the return of the misappropriated or deducted funds within a time limit, and shall directly impose administrative sanctions on the person in charge directly responsible and other persons directly responsible. ;Constitute a crime, be held criminally responsible.
chapter eight Supplementary Provisions
Article 55 Specific measures for the army to carry out sports activities shall be formulated by the Central Military Commission in accordance with this Law.
