Annex I:
Administrative Measures for the Registration of Taekwondo Coaches and Athletes in Chengdu (Trial)
Chapter I General Provisions
Article 1 In order to regulate the development of Taekwondo in our city and strengthen the management of Taekwondo coaches and athletes' qualifications for participation, these measures are formulated in accordance with the relevant provisions of the Sports Law of the People's Republic of China and the Chengdu Sports Regulations.
Article 2 The Chengdu Wushu Taekwondo Sports Management Center entrusts the Chengdu Taekwondo Sports Association (hereinafter referred to as the Taekwondo Association) to implement a registration system throughout the city. Coaches and athletes participating in various Taekwondo competitions sponsored by the Chengdu Sports Bureau and the Education Bureau must be registered in order to qualify for the competition.
Article 3 According to these measures, the Municipal Taekwondo Association shall conduct qualification review and approval registration of coaches and athletes applying for registration, and issue registration certificates to approved coaches and athletes.
Article 4 Registration determines the legal status, rights and affiliation of coaches and athletes. The registration certificate is the basis for coaches and athletes to represent their affiliated units to participate in municipal Taekwondo competitions as a basis for representative qualification. Coaches and athletes who have been approved to register within the validity period of the registration requirements enjoy the right to participate and bear the corresponding obligations.
Article 5 When participating in various Taekwondo competitions sponsored by Chengdu Sports Bureau and Education Bureau, coaches and athletes must present registration certificates. Only those who meet the competition rules can enter the competition.
Chapter II Types of Registration
Article 6 Registration types are divided into: coach registration and athlete registration. Each type of registration is divided into: first registration and annual confirmation registration.
Coaches are registered by the City Taek Association on their "Coach ID". Athletes uniformly issue the "Athlete's Qualification Certificate" printed by the Municipal Taek Association.
Chapter III Registration Measures
Article 7 The first registration of a coach is required to submit the "Taekwondo Coach Registration Form" signed by me and affixed with the official seal of the affiliated unit and two recent one-inch colorless photos on the same front page. If the registration unit needs to be changed, the change must be made only after the original registration unit agrees. Disputes may apply to Chengdu Wushu Taekwondo Sports Management Center for arbitration.
Article 8 When the athletes register for the first time, their business unit shall submit the original identity card or the original registered account, the "Taekwondo Athlete Registration Form" and two recent one-inch colorless recent photographs on the same base to the Taekwondo Association. The registration form should be filled in and signed by the individual (the minors should be signed by their parents or guardians), and should be signed by the legal person in charge of the sports team and sealed by the unit to which the sports team belongs.
Article 9 There is no limit on the number of coaches and athletes registered in each unit.
Article 10 If the athlete representative unit is in dispute at the time of registration, it shall be determined on the basis of the Chengdu Athlete Registration Management Agreement.
Article 11 Foreign coaches and athletes shall enter the competition after registering with the municipal tae association by the employing unit with their passports.
Article 12 After the first registration of coaches and athletes, annual registration confirmation is required.
Chapter IV Registration Time
Article 13 The first registration time for coaches and athletes is unlimited. Registration confirmation time is from January 1st to March 31st each year. Those who have not applied for the annual confirmation registration within the prescribed time will not be allowed to participate in this year's competition.
Chapter V Registration Fees
Article 14 The annual registration fee is 50 yuan per coach and 10 yuan per athlete. The first cost of 10 yuan. The annual registration fee for foreign coaches and athletes is 150 yuan.
Chapter VI Punishment
Article 15 If an unregistered athlete participates in the competition, the athlete will be immediately disqualified after being identified and confirmed, and the team's use of the athlete's competition results will be cancelled.
Article 16 Any unit or individual who obtains a registration certificate through improper means such as alteration, forgery, fraud, etc. will be disqualified from registration as soon as it is discovered.
Article 17 Approved coaches and athletes must obey the Chengdu Wushu Taekwondo Management Center to form a team to participate in the selection and selection of competitions at or above the provincial level. Those who do not obey the deployment will be suspended until the athlete registration is disqualified.
Article 18 All coaches and athletes registered with the Municipal Tae Association cannot participate in various Taekwondo competitions (except those approved by the Municipal Tae Association) during the registration year. The situation will be suspended until the athlete or sports team is disqualified.
Article 19 All athletes and coaches who have lost their registration certificates shall apply from their units. After approval, they may apply for a new registration certificate and pay a registration fee of 30 yuan.
Chapter VII Supplementary Provisions
Article 20 These Measures shall be implemented as of the date of issuance.
Article 21 The interpretation of these measures belongs to Chengdu Wushu Taekwondo Sports Management Center.
Annex II:
Provisions on the Management of Taekwondo Training in Chengdu (Trial)
Taekwondo is one of the high-risk events. In order to ensure the safe training of Taekwondo in the city, improve the competitive level of Taekwondo in our city, and regulate the Taekwondo training market in our city. The spirit of the Regulations is that units and coaches engaged in taekwondo training in Chengdu and their employees must abide by the following regulations:
I. Taekwondo training must be conducted in accordance with the national constitution and relevant laws and regulations, adhere to the direction of strengthening the people's physique and serve the people, and impart correct Taekwondo knowledge and technology consistent with national sports guidelines and policies;
2. Chengdu Wushu Taekwondo Sports Management Center is in charge of Taekwondo training in Chengdu. Taekwondo training must comply with relevant regulations of education, public security, industry and commerce, taxation, auditing and other departments, and undergo inspection and supervision;
3. There must be fixed places and special clothing and training equipment suitable for Taekwondo training activities. All trainers or teachers serving as training must hold a valid trainer certificate issued by the Chengdu Taekwondo Sports Association;
4. All external publicity materials must be true and must not be falsified.
V. Actively participate in various competitions organized by the Chengdu Sports Bureau and the Education Bureau and various activities organized and carried out by the Chengdu Wushu Taekwondo Sports Management Center and the Chengdu Taekwondo Sports Association;
6. It is strictly forbidden to use the words "Chengdu" and "Rong" to organize Taekwondo training and competitions without the approval of Chengdu Wushu Taekwondo Sports Management Center;
7. No unit or individual may rent the venue from coaches, teachers, and Taekwondo training units or individuals who have not obtained legal procedures and have no valid professional certificates.
8. To apply for training in Taekwondo, you must first apply to the Chengdu Wushu Taekwondo Sports Management Center, and after being examined by other relevant departments, report to the Chengdu Wushu Taekwondo Sports Management Center for record.
Nine, you must have the following materials for applying for Taekwondo training:
(1) Feasibility report;
(2) Information such as the identity certificate of the main person in charge and management personnel;
(3) Information on charging standards, recruitment advertisements, venue equipment, etc .;
(4) Resume and valid qualification certificate of the instructor;
(5) Other relevant materials.
X. It is illegal to hold Taekwondo training in accordance with these regulations.
XI. The Chengdu Wushu Taekwondo Sports Management Center is responsible for the interpretation of these regulations.
12. These regulations shall be implemented as of the date of issuance.
Annex III:
Management Measures of Taekwondo Level System in Chengdu (Trial)
The first is to carry out scientific and effective management of Taekwondo in our city, promote the healthy and orderly sustainable development of Taekwondo, and manage it in accordance with the "People's Republic of China Sports Law", "Chengdu Sports Regulations", and "China Taekwondo Association Level System" Regulations "and in accordance with the actual situation of our city, formulated these measures.
The second rank system is an important means of developing the Taekwondo movement. It is a technical assessment and supervision management for junior Taekwondo practitioners. The system consisting of promotion registration, approval, management, supervision and punishment is the basis of the Taekwondo rank system. The Chengdu Wushu Taekwondo Sports Management Center entrusts the Chengdu Taekwondo Sports Association (hereinafter referred to as the Taekwondo Association) to fully implement the level system management in the administrative area of Chengdu.
Article 3 Technical Title
Beginners to intermediate levels are called levels, and they are distinguished by the color of the belt. From the white band of the tenth beginner to the black band of the first red band, they are divided into low and high levels:
Level 10 Leucorrhea (Beginner) Level 9 Leucorrhea
Green strips between Grade 8 yellow strips and Grade 7 yellow strips
6 green strips
4th level blue band 3rd level blue band red bar
Level 2 red band 1 level red band with black bars
Among them, the 10-level leucorrhea does not require an exam, and the students will automatically convert to leucorrhea after 5 hours of learning; each month after each promotion can apply for promotion to the first level.
Article 4 Promotion Object
The title of grade is applicable to individuals who engage in and participate in Taekwondo in the administrative area of Chengdu and apply for promotion voluntarily.
Article 5 Promotion Measures
After the members of each unit submit the promotion list to the Municipal Taek Association for approval, the Municipal Taek Association appoints an examiner, proctors and is responsible for organizing the implementation.
Article 6 Promotion Procedure
(1) Promotion procedures include application, examination, approval, and award.
(2) The applicant must be a taekwondo practitioner in the administrative area of Chengdu. After being recommended by a coach who has been issued a coach qualification certificate by the city taekwondo association, members of the affiliated unit shall provide relevant application materials and apply to the city taekwondo association.
(3) If the assessment is passed, the Municipal Taek Association will issue a grade certificate.
Article 7 Examination Requirements
(1) The candidate must be in good health;
(2) Wearing Taekwondo clothes;
(3) Strictly abide by the provisions of the examination room.
Article 8 Examiner Requirements
To be eligible to take the exam, you must be a promotion examiner appointed by the City Taek Association.
Article 9 Contents of Promotion Examination (see attachment)
Article 10 Promotional examination fee
The promotion examination fee for promotion to the 9-1 level is RMB 100. Each training unit can float 20% according to the local economic conditions, but it must be submitted to the Municipal Taek Association for approval and filing. The level certificate is produced and issued by the Municipal Taek Association. The Municipal Taek Association collects certificates, online certification, and transportation costs of RMB 10 yuan.
Article 11 Certificate
(1) The grade certificate is produced, supervised and managed by the Municipal Taek Association in a unified way. Forgery must be investigated.
(2) The level certificate is a single-page paper certificate, which needs to be replaced when you advance to the first level, and you must bring it when you take the promotion exam.
(3) The grade certificate can be certified on the official website of Chengdu Taekwondo Sports Association.
Article 12 Rights
Those who have obtained the level certificate issued by the City Taek Association have the following rights:
(1) Participate in various competitions, trainings, trainings and other activities organized by the Municipal Taek Association;
(2) Participate in provincial and national Taekwondo related activities as recommended by the Municipal Taek Association;
(3) Those who have obtained the first-level certificate shall be recommended by the municipal taekwondo association to participate in the taekwondo stage promotion examination.
Article 13 Penalties
Those who have obtained the title of rank will have one of the following situations, and the Municipal Taek Association will give warnings, notifications and other punishments according to the circumstances.
(1) Obtaining a grade certificate and altering or falsifying the grade certificate by improper means;
(2) Violating laws and disrupting public order;
(3) Those who do not qualify for the examination shall take the examination;
(4) Various other bad behaviors.
Article 14 After the promulgation and implementation of these Measures, no organization or group other than the Municipal Taekwondo Association may issue Taekwondo-class certificates without authorization within the administrative area of Chengdu. If there is a violation, the Chengdu Wushu Taekwondo Sports Management Center will investigate with the relevant departments.
Article 15 These Measures shall be implemented as of the date of issuance. The final interpretation right belongs to the Urban Wushu Taekwondo Sports Management Center.
